Mr. Brown has worked collaboratively to organize IBHI since late 2004. Peter Brown was Deputy Commissioner of the New York State Office of Mental Health from May 1995 until July of 2004. Previously, he was Deputy Director of the New York State Division of the Budget and spent 26 years working for the New York state legislature. His 40 year career in state government included experience at the senior level in both the legislative (Assistant Director, Assembly Ways and Means staff) and administrative branches. As the Incident Commander for the Office of Mental Health he was responsible for implementing the training of staff throughout the agency in the Incident Command System. He was responsible for organizing and operating the OMH Emergency Operations Center from its beginning on September 11, 2001. He is a graduate of Colgate University and holds a master’s degree in Political Science from the State University of New York at Albany Graduate School of Public Affairs.

Mr. Doolittle has worked collaboratively to organize IHBI since late 2004. Joe brings more than thirty years of leadership experience in the development and operation of staff, group and network model HMOs, in forming strategic partnerships and operationalizing quality management methods. He provides policy level strategic and technical services in health care management and operations, financial planning, quality management and leadership development. He has guided the creation of a comprehensive managed care plans in Upstate New York and New England, and guided integration initiatives among behavioral health providers and primary care physicians and between behavioral health and managed care plans. Mr. Doolittle holds a Bachelor’s Degree form Colgate University and a Masters Degree from the Graduate School of Public Health, University of Pittsburgh.
